Idea, you want to hit early resource denial/discard... mull into dice removal. Don't even worry about damage for the first few turns... all whilst generating your own resources and conserve them for Crime Lord when the time comes, don't be afraid to claim early and often if you get Command Center.
Don't focus on winning with Crime Lord, focus on knocking out their problem character, while milling. Then damage if needed.
